Lomé, September 26th, 2024 – Togo has become the country with the fastest growth in cybersecurity worldwide since 2018. With an impressive score of 88.8, Togo is now ranked in the Tier 2 « Advancing » category, alongside nations such as China, Israel, Switzerland, Poland, and Russia. 

The Global Cybersecurity Index, published by the International Telecommunication Union (ITU), is a global benchmark that measures countries’ commitment to cybersecurity based on five pillars: legal measures, technical measures, organizational measures, capacity development, and cooperation. 

This ranking highlights Togo’s progress in aligning with rigorous cybersecurity standards and practices. This marked improvement demonstrates the country’s commitment to strengthening its cybersecurity infrastructure and positioning itself as a key player on both the regional and global stages. As evidence, the Togolese government has implemented robust legal measures, developed advanced technical capabilities, raised awareness among various segments of the population, and fostered close cooperation with international and regional partners. The Ministry of Digital Economy and Transformation primarily lead these efforts through its specialized agencies. 

A significant example of Togo’s cybersecurity innovation is the unique public-private partnership (PPP) model established between the Togolese Republic and Asseco Group, a global leader in the field, for the creation of Cyber Defense Africa (CDA). As the operational arm of the National Cybersecurity Agency (ANCy), CDA aims to provide high-quality services and access to top-tier expertise, delivering cybersecurity services to public administrations and private companies, particularly in sensitive sectors such as finance, energy, and telecommunications. CDA also helps strengthen local cybersecurity capabilities and supports the continuous development of advanced infrastructure and skills in Togo. 

The GCI seeks to raise awareness about the importance of cybersecurity and encourages countries to strengthen their infrastructure and policies in this area. 

Togo’s Rapid and Steady Progress

In 2018, Togo ranked 151st globally and 33rd in Africa. By 2020, the country had risen to 105th globally and 19th in Africa, thanks in large part to significant efforts in establishing a legal and regulatory framework during that period. 

By 2024, Togo now ranks 8th in Africa and 67th globally, jumping 25 and 143 places respectively in the African and global rankings from 2018 to 2024. 

The country is determined to continue its efforts to achieve an even higher ranking and further strengthen the security of its digital space, focusing on ongoing innovation.

Created in 2018, Togo’s National Cybersecurity Agency (ANCy) is responsible for defining, implementing and monitoring the national cybersecurity policy. It coordinates the response to IT incidents, qualifies security products and audits essential service operators. In collaboration with its partners, it actively combats cybercrime. Finally, ANCy raises awareness of good cyber security practices among citizens and institutions.

Cyber Defense Africa (CDA) is a leader in cyber security in Africa, operating its modern Security Operations Center (SOC) with 24/7 monitoring and incident response. CDA offers a full range of services, including audits, consultancy, pentesting, training, forensic analysis, threat intelligence and real-time incident management. CDA also operates CERT.tg, Togo’s National Cyber Security Incident Response Centre, which is dedicated to identifying, analysing and mitigating cyber attacks, a free service provided by the Togolese government to strengthen national cyber security.
